Job Description

The CRA & Fair Lending Officer's essential functions and areas of responsibility are to: Coordinate, oversee, and manage the Bank's Community Reinvestment Act (CRA) compliance program. This includes creating and maintaining policies, procedures, risk assessments, program goals, CRA compliance audits (testing), CRA Self-Assessment, and the Bank's CRA Public File. Refine processes and procedures regarding the collection and maintenance of data and documentation for the determination of community development activities including loans, investments, donations, and volunteer service hours. Manage and analyze data collection related to CRA and Fair Lending, including data extraction and compilation from software platforms, and file reviews for accuracy in reporting and/or authoring of the Bank's Self-Assessment and Fair Lending Review. File the annual CRA Loan Register, communicate loan review findings/recommendations to the Bank's lending staff, and work with lending departments to complete any remediation. Keep abreast of ongoing changes related to CRA and the implementing regulations for Fair Lending (e.g., ECOA, TILA, FHA) and communicate changes to the Compliance Department. Coordinate, oversee, manage, and /or implement CRA regulatory updates, compliance training curriculum and development, and delivery and monitoring of training related to CRA and Fair Lending. This includes partnering with team members in branches, residential mortgage, consumer lending, commercial lending, loan servicing, and other related departments to provide training and feedback to ensure an overall understanding of processes, reporting practices, and how to recognize community development lending opportunities in the assessment areas. Provide input regarding CRA concerns relevant to the products and services offered by the Bank, and for new development and/or changes to products and services to be offered. Coordinate with federal and/or state regulatory agency examiners during examinations. Furnish examiners with requested information as it relates to safety and soundness and compliance. Assist with responding to Exam or audit findings in conjunction with Compliance Department for Fair Lending or CRA issues. Prepare and present periodic CRA reports to the Board of Directors, the Cabinet, and Officer meetings; and present at conferences/webinars when requested to provide CRA information. Assist and serve as back-up to the Bank's Director of Compliance, where specified. Perform other related duties as assigned. Opportunity Bank of Montana is an equal opportunity employer.
