Position Overview This position is accountable for providing supportive services and expertise to local agencies both directly and through the Field Engineers in all phases of engineering, planning and administration of Motor Fuel Tax (MFT), Township Bridge, and federal funds. Essential Functions Assists with determining district's annual local Federal-Aid programs with assistance of the field engineers and the local agencies. Coordinates and monitors the status and recommend positive action for all local agency Federal-Aid projects to ensure that they remain on schedule for a target letting date. Prepares or reviews local agency and state agreements involving joint improvements where state or federal funds are to be used on the local agency project. Assists Field Engineers in monitoring, and inspecting Motor Fuel Tax (MFT) construction, maintenance and safety projects to ensure conformance to applicable standards. Prepares the district's annual local agency Railroad Crossing program utilizing Grade Crossing Protection funds and Federal Safety funds and perform final inspection upon completion of these projects. Supervises the maintenance of records kept in the MFT system. Updates and supervises the district's local agency bridge inspection and bridge rating program covering seventeen hundred structures. Prepares and executes the district’s annual local agency districtwide Pavement Striping Program. Prepares invoices for reimbursement to counties for township bridge funds and maintains current balances for each county. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Minimum Qualifications Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience; OR eight years of engineering experience. Preferred Qualifications Extensive knowledge of the principles and practices of civil engineering related to the design, construction and maintenance of transportation projects. Ability to plan, organize, and execute administrative or technical program requirements. Strong computer skills and the ability/willingness to learn new computer skills. Strong oral and written communication skills. Ability to maintain harmonious relationships with employees, agency officials and the public. Requires the ability to travel extensively districtwide and sometimes statewide, which may include overnight stays. Requires the ability to work occasional overtime during evenings and weekends. Requires the ability to work in confined spaces, climb steep terrain, wade in water, and deal with poisonous plants, animals, insects, rodents, and snakes, and to perform outdoor work in a variety of conditions including, but not limited to hot, cold wet, windy, muddy, active construction sites, and roadways open to traffic. Requires successful completion of a background screening. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
